In recent years, Energy Services Projects (ESCO projects) have become very popular for Spanish enterprises and the Public Administration, mainly because of the economical and financial difficulties being suffered. In this kind of projects, the Energy Service Company (ESCO) is contracted for the implementation of an energy efficiency measure (EEM), with its benefit being earned according to the energy savings reached. Therefore, from the ESCO’s point of view, the control, measure and verification of the energy savings is certainly a critical success factor.
This paper develops a particularization or adaptation of the Risk Management methodology described by the Project Management Institute (PMI) in its PMBoK and other related documents, for the specific case of ESCO projects, where the technical and economical risk of the energy efficiency project is assumed by the ESCO. Moreover, a study is made of the relationship between the commented risk management methodology and the methodology for the measure and verification of energy savings described in the International Performance for Measure and Verification Protocol (IPMVP).
