Due to the current global financial crisis, the optimisation and prioritisation of investments are essential for the success of new projects. This is the framework for Public-Private Partnerships. In them, the private sector becomes involved at earlier phases than in traditional contracts, which enables it to ensure the necessary financing for the project by assuming the risks of the infrastructure. As compensation, the enterprise does not receive a constant amount of money but a varying quantity that depends on the availability and the condition of the infrastructure, which is expressed in terms of the level of achievement of the different objectives of the contract. Performance Indicators are the variables that are used worldwide to measure the attainment of these objectives. The aim of this study is the analysis of the general characteristics of PIs for the road sector, as well as its definition and use in PPPs in different experiences all over the world. The main conclusion is that there exists a huge diversity of indicators on the international scene. Consequently, in order to be able to compare the development and quality of different PPP contracts from different countries, it is necessary to establish a unified proposal for PIs.
