In Peru, most of the projects are carried out using public funds, being the Government the main developer. A high percentage of these projects go through a public procurement process in order to be built. During this process, it can be realized that there are many factors limiting the involvement of bidders. Some of these factors are: requirements demanded by the agency to companies to participate, deadlines, specific technical features, or minimum required experience, among others. To put this research into context, laws, rules, standards and other documents are reviewed. Furthermore, an analysis of specifications, as well as a literature review, are carried out. As a second step, the survey has to be developed, structured and started; the theoretical and contextual framework allows the generation of variables that are to be measured and studied by means of the survey. The questionnaire is handed out to a sample of Peruvian professionals in the construction industry who have participated in procurement processes from the point of view of the contractor. Data analysis and discussion of results lead to proposals that improve public procurement processes in Peru.
