Mexico is one of the few countries in the world that has developed two major programs for toll highways construction in collaboration with the private sector through granting BOT (Building, operate and transfer) schemes. The first one was carried out between 1989 and 1994, were awarded 52 concessions that were built 4,657 kilometers at a cost of $11 billion; the second began in 2003 as a new model of concessions, 24 concessions have been awarded for a total 1,670 km with an investment of $5 billion.
The two models have had difficulties of different type to build the projects, despite these negative experiences, many Governments considered to be currently the BOT model as a strategy is essential for the infrastructure construction, for this reason is important to identify the critical success factors.
This paper makes a comparison between the two models of the conditions prevailing in the two stages of project’s development such as: general planning, projects structuring, tendering process, legal framework, tariff structure, financial market, macroeconomic conditions and responsibilities of the private sector and the Government.
