In a context of social and economic crisis, with a high failure rate in projects and an increasing technical complexity, it is necessary to establish the maximum guarantees in the earliest project stages, establishing objectives-oriented practices that involve management performance factors, aligning them with strategy, as a path to success. This paper proposes the use of two predictive tools for planning and control in construction projects, due to its prognosticative significance and globalizing nature: Project Definition Rating Index (PDRI) and Earned Value (EV). PDRI measures projects scope development by reviewing the status of their components, identifying and describing the most critical items of their definitions, standardizing their evaluations and increasing the maturity of organizations that manage them. EV provides a reliable and independent indicator of development and progress of projects, which allows an analysis of their budgets and schedules, using calculus of variations, performance indicators and future forecasts, enabling anticipated identification of problems and quick decision-making by undertaking preventive and/or corrective actions.
