The rules 5.1 IC and 5.2 IC of drainage constitute the framework for the calculation of flood flow for a period of return on hydrological studies in Spain. These rules were adopted some time ago and faced of the inevitable progress of science and the search for greater precision in the calculations have revealed that should make deep reflection of that legislation. Therefore, there are certain subjective conditions, one of which is the paradigmatic threshold runoff, which make the decision depending on the designer to estimate them throw different results. It is true that the rule makes an effort for fit it, but it fails if you want to set the calculation requirements established for modern times. In this way it aims to make a critical analysis of these regulations, describing these subjective parameters and not quantitatively determined to be taken by the designer and discuss the rules with a calculation of real situations to justify hydrological calculations in sensitive projects such as urban or other civil engineering works
