    Abstract
    UNE 178501: 2015 defines Smart Tourist Destination as "a territory accessible to everyone, which makes use of innovation and technology, guarantees sustainable tourism development in its three aspects (economic, socio-cultural and environmental) to improve the experience of the tourist, the citizens´ quality of life and it is managed by a Management Entity. " In order for a municipality to obtain certification as an Smart Tourist Destination, according to the norm, it has to develop a participatory process of generation and evaluation of projects that lead, once implemented, to obtain that qualification. This paper proposes the use of the Analytic Hierarchy Process (AHP) to establish a model that will help the final decision maker to establish a priority among projects that should transform the municipality into a Smart Tourist Destination. This model includes an stakeholder analysis who must act as experts in the decision process and proposes a rigorous and traceable process of decision support. The model is applied to the case of Benidorm.
