dc.descriptionIn the Andalusian administration the electronic signature in administrative documents is increasingly widespread. Port@firma is the interface tool that facilitates the use of electronic signatures and eCO is the one that allows the management of electronic communications between organizational units in the public sector. Following its digitalisation and circular economy strategy, the Bajo Guadalquivir Health Agency has implemented the combined use of eCO and Portafirmas in all its administrative areas. This has streamlined procedures and significantly improve the Agency capacity to implement innovative way of work as teleworking, so required due to the global pandemic. The objective of this communication is to present the project developed and the first results obtained. The phases of the project (planning, preparation and modeling, realization of pilot, generalized deployment) have led to successful results in terms of reducing processing times measured in requests for purchases, services and execution of works (in some cases higher than 50%) and in the consumption of paper. The satisfaction of the professional users of Portafirmas and eCO has been measured and lessons learned and future developments to be considered have been analyzed to improve the agility and sustainability of public services.es_ES
dc.description.abstractEn la administración andaluza está cada vez más extendida la firma electrónica en documentos administrativos. Port@firmas es la herramienta de interfase que facilita el uso de la firma electrónica y eCO es la que permite la gestión de comunicaciones electrónicas entre unidades organizativas en el sector público. Siguiendo su estrategia de digitilización y economía circular, la Agencia Sanitaria Bajo Guadalquivir ha implantado el uso combinado de eCO y Portafirmas en todas sus áreas administrativas. Esto ha agilizado procedimientos y mejorado significativamente la capacidad para implementar innovadoras formas de trabajo como el teletrabajo, tan requerido debido a la pandemia mundial. El objetivo de la presente comunicación es exponer el proyecto desarrollado y primeros resultados obtenidos. Las fases del proyecto (planificación, preparación y modelado, realización de piloto, despliegue generalizado) han llevado a resultados exitosos en cuanto a la reducción de los tiempos de tramitación en las solicitudes de compras, servicios y realización de obras (en algunos casos superior al 50%) y en el consumo de papel. Se ha medido la satisfacción de los profesionales usuarios de Portafirmas y eCO y se han analizado lecciones aprendidas y futuros desarrollos a considerar para mejorar la agilidad y la sostenibilidad de los servicios público.es_ES
