The European Union recommends the professionalization of public procurement and proposes, among many other points, that professionals in the public procurement sector must have the appropriate tools and support to act effectively to achieve the best value for money in each purchase
The need to adapt the contractual regulations to the directives of the European Parliament, together with the demand of the citizens so that public spending is controlled and that the provision of quality services has resulted in the incorporation of several new features in the Contract Law , among them, the figure of the Contract Manager is created as mandatory for all contracts concluded by the public sector and whose main mission lies in the effective control of the contractual execution.
The work aims to adapt the procedures established by the new Public Sector Contract Law to the processes provided by the UNE-ISO 21500 Standard for project management and management, in order to provide the Contract Manager with a tool that managed, can lead to better control of public spending and ensure that the provision of services is quality.
