Classified activities, which are those that may be irritating, harmful, unhealthy or hazardous, have a long administrative track record in Spain and in the Canary Islands during which the Regional Government, Island Councils and Local Councils have intervened at different stages. The European Parliament Directive 2006/1237 on internal EU market services, known as the Bolkestein Directive, which aimed to simplify administrative procedures, has given rise to national and regional laws and standards in this regards. In the Canary Islands, regional law 7/2011 and other provisions designate local councils as responsible, relegating the regional government to a secondary role.
This study analyses the sequence of regulations to date, studies the municipal procedures in Gran Canaria, whose municipalities constitute more than twenty per cent of those in all the Canary Islands, draws up a list of activities grouped together by similar characteristics and goes on to propose a procedure by which licences can be obtained. Engineering projects take on an important role in this procedure, which also includes other aspects, such as the fulfillment of specific non-technical standards, which will be crucial for the simplification of the administrative processes.
