dc.description | Las actividades clasificadas, denominadas así aquellas susceptibles de ser molestas, nocivas, insalubres y peligrosas, han tenido en nuestro país y en Canarias un largo recorrido administrativo en donde en diversas etapas ha intervenido la Comunidad, los cabildos y los ayuntamientos. Con la Directiva 2006/123/CE del Parlamento Europeo, denominada Bolkestein, relativa a los servicios del mercado interior, que pretende simplificar los trámites administrativos, han surgido en España y en las comunidades autónomas leyes y normativas al efecto. En la Comunidad Canaria la ley 7/2011 y otras disposiciones dan potestades administrativas a los ayuntamientos, dejando en segundo plano el papel de la propia Comunidad Autónoma. Este trabajo analiza la secuencia normativa hasta hoy, estudia los procedimientos municipales en Gran Canaria, cuyos municipios representan más del 20% de los de Canarias, se confecciona un listado de actividades, que se agrupan por características afines para proponer un procedimiento de obtención de licencia donde el proyecto de ingeniería adquiere relevancia, adicionándole otros aspectos como el cumplimiento de determinadas normas no técnicas y considerando a éste como la clave para la simplificación administrativa. dc.description.abstract | Classified activities, which are those that may be irritating, harmful, unhealthy or hazardous, have a long administrative track record in Spain and in the Canary Islands during which the Regional Government, Island Councils and Local Councils have intervened at different stages. The European Parliament Directive 2006/1237 on internal EU market services, known as the Bolkestein Directive, which aimed to simplify administrative procedures, has given rise to national and regional laws and standards in this regards. In the Canary Islands, regional law 7/2011 and other provisions designate local councils as responsible, relegating the regional government to a secondary role. This study analyses the sequence of regulations to date, studies the municipal procedures in Gran Canaria, whose municipalities constitute more than twenty per cent of those in all the Canary Islands, draws up a list of activities grouped together by similar characteristics and goes on to propose a procedure by which licences can be obtained. Engineering projects take on an important role in this procedure, which also includes other aspects, such as the fulfillment of specific non-technical standards, which will be crucial for the simplification of the administrative processes.
