In this paper, we extend the cost-schedule monitoring methodologies in order to integrate project risk and variability. First, we define a “risk baseline” as the evolution of the project remaining risk over its project life cycle. Then, we define control indexes that are use together with the performance indexes defined under the monitoring system framework. These indexes allow project managers to detect whether the project overruns exceed the project “normal variability”, computed from the estimated variability of its individual activities. We also propose a graphical control system to monitor the variability buffer the project manager can use without endangering the project success.
