Marginalization is a structural phenomenon in social development, expresses the difficulty of spreading technical progress among regions and the exclusion of social groups of the development process (CONAPO, 2005). We used the 2005 deprivation index at locality level published by the National Population Council (CONAPO) on the state of Puebla, Mexico, comparing the regionalizations proposed by the state government and the territories concept prepared by Colegio de Postgraduados. As a result we find that the services level accessed by the population is lower in both classification (Puebla and Colegio). The regionalization proposed by Puebla Government is different from the territories proposed by Colegio de Postgraduados, the latter presents a more detailed regionalization. Among the conclusions that we reached are: The regionalization proposed by Puebla government can be complemented by Colegio de Postgraduados territories and should reflect the deprivation index more attached to reality in each of the locations composing both the territories and regions so it can be develop programs focused on improving local services.
