Based on a strategic model with the application of skills and CCPM Critical Chain tools, a management strategy appears to avoid delays of the project caused by Parkinson Law (the work spreads to cover the authorized time). Applying CCPM in the projects we try to minimize the impact of the Parkinson Law constructing the planning with objectives durations based on 50 % of the level of confidence, by means of the elimination of tasks end dates, milestones, multitasks or bad management of resources conflicts.
With the CCPM we will define the Critical Chain as a set of tasks that determine the finished duration of the project, considering predecessors and the following tasks. With this to minimize the work, for the construction of a planning predecessor in that the activities, in its beginning date it is the best possible based on the traditional calculation of the routes. The resolution of conflicts, if they are, will be solved moving the tasks more soon in the time. With this model we will determine the longest chain that determines the duration of the project. If more than one critical chain appears in the planning, one would be chosen and a buffer would be added to the rest, for the effective management of the project.
