Through changes in planning approaches, we have implemented a classic development project (social reform Focus) which then evolves into a participatory approach (social learning), in the southern highlands of Peru. The Pampas Rural SDC (Strategic Development Cluster), was a project born from `FONCODES Apurimac´ governmental entity. The project provided training in agriculture, technical assistance and financial support to community members of extreme poverty in the Apurimac region. This project differed from others in that stakeholders could participate in the decisions through `Nucleos ejecutores´ (representatives of the beneficiary communities). The case discusses the conversion process of a development project in a business entity, the Cuenca Pampas Rural Microfinance Institution and the process of participation of beneficiaries in decisions, to their conversion into owners of the institution. Changing the orientation of the organization based on the self-sustainability and the direct participation of beneficiaries in some stages of the project cycle.
