In public procurement, bidding companies can apply independently to a proceeding or join with other companies to form a temporary joint venture, to meet the requirements and/or have a greater chance of awarding the contract.
The purpose of this communication is to study the behavior of firms in government procurement, analyzing their behavior and their alliances in a sample of procurement procedures. For this we have prepared a database of 117 procedures tendered by the public company Railway Infrastructure Administration (Administración de Infraestructuras Ferroviarias, ADIF) between 2008 and 2014.
These data have been treated by a system based on social networks using the software PAJEK and UCINET. The analysis shows the behavior of companies along the time and with their competitors/partners, behavior guidelines can be set for future tenders or similar studies. Among the results, we highlight aspects such as most of the joint are usually sporadic and have no consistency over time, and that the most common joints are formed by companies in the same business group.
