Public investment is a mechanism for growth, development and a facilitator for welfare, competitiveness and quality of life; however, Costa Rica has been ranked as a country in which the projects take longer to execute, are more expensive and of poorer quality.
This context motivated the design of a strategy to improve the execution rates of public investments from Infrastructure and Transportation sector, and with it perfecting the tools for profiling the status of analyzed projects, such as systematization of causes associated to high political, financial and social cost of projects execution, project route, interinstitutional coordination mapping, structure classification of Execution Units and their relation with the organization.
This is how the strategy named “Strengthening Human Talent as engine for Project Management” was built, based on the project route; an innovative and unpublished tool of multisector reach with four action priorities: strengthening human talent, standardizing procedures and tools, studies tracking and formation of work teams and information systems, that bet to a greater maturity degree of the organization.
