In the Dominican Republic a number of multilateral banks are trying to implement public finances to meet the capital intensity of renewable energy projects with high levels of technological risk. The industry needs investors in the development of energy companies in emerging markets as well as high quality management, this interest leads to stimulate the insurance community to provide new tools and products that can be used for creating policy support measures to mitigate real risks in renewable energy projects. We examine the instruments of technical and financial management which are evolving; we identify the risks most likely to occur, the implications related to investment and we analyze different combinations of decision making methods applied to risk management. A case study of a solar installation designed by an energy services company in the Dominican Republic is presented. Comparing these methods, tools are used that provide pre-planning or early operational risk loans or financing guarantees once the project is underway, the focus of the company's risk passes to the construction contracts.
