The CTE-DB-HE (2013) aims not only to reduce buildings' energy demands, but also to employ as many efficient technologies as possible to meet buildings' thermal needs, and save on primary non-renewable energy consumption, support renewable energy use, and decrease CO2 emissions. Decreasing energy demand entails reducing the power installed in the systems that comprise different heating and domestic hot water installations in buildings, in addition to lowering fuel consumption and henceforth, the associated positive effects. This paper presents a study of the expenses accrued throughout the lifetime of a heating and domestic hot water installation in a single-family home in Logroño (La Rioja). On the one hand, the previous CTE-DB-HE (2009) regulations are considered and on the other hand, the CTE-DB-HE (2013) in force at this time. Aside from the implications for new construction, these new regulations make energy rehabilitation of buildings an increasingly attractive option for the residents of these older homes and not only because housing sales and renting require energy certification, but also because of the opportunity to easily recoup the initial necessary investment, thanks to the savings on energy consumption which come about when the building is rehabilitated.
