Public procurement is one of the fundamental pillars of Spanish construction sector, but the current level of investment of public administration has meant that many Spanish companies have had to look for other markets to continue trading. One of the main destinations for Spanish companies have been Latin American countries, mainly due to the common language and the cultural roots that unite these countries with Spain. In business strategies to get in new markets, one aspect that must be taken into account is the contracting regulations of the destination countries because, unlike the European Union, there is no common framework and there are many variations between each of the countries. The objective of this study is to analyze the economic scoring formulae (ESF) used in the tendering proceedings in Colombia and to do a comparative analysis with the ESF used in the Spanish tendering.
