    Abstract
    In local government administrations, apart from large-scale projects, many small and medium-scale projects of infrastructure development are performed. This paper reviews the methodology used for the management of rural infrastructure development projects in Gijón. The system manages a relatively large number of small-scale projects which are usually demanded by the neighbourhood. The municipal framework of Asturias is based on councils and almost every major town includes a rural area within its municipality. These rural areas have their own issues, which differ radically from the problems of downtown areas. The review of the management procedures of the rural infrastructure service serves as an opportunity to extract lessons learned for the improvement of the service. Aspects such as the management of the parties concerned or the contact with the neighbourhood associations appear as key elements.
