The conflict between the Chilean State and some Mapuche organizations is related to the governance, land tenure, and with the abscense of social integration and social sensibility during the implementation process of private and social projects. This investigation approach the complexity of Project management through the analysis of the voluntary guidelines of governance from FAO and from the dimensions of the international competences in the project management competences (IPMA). The land governance will be analyzed, from the integrated knwoledge (expert and expertise) and from the project management international standars. We are considering Fao document about their experience in the study area and questionnaires to the stakeholders. The results shows that the abscense of many of the IPMA competences, mainly those related to the stakeholders, has been the main cause of the violent conflicts generated, the recognition of the customary law and the land concentration as the more influent factors. Finally, the working line of the Working with people model , as a governance model, will facilitate the implementation of the FAO voluntary guidelines of governance land tenure, will increase de endogenous development of the local communities and will strengthen leaderships.
