It is evident that interest has been awakened by LED technology in the field of urban lighting. With savings of over 50%, and excellent lighting performance.
Local Authorities are currently initiating massive substitution programs, promoted by the EU in the form of grants, help and soft financing. Programs that may have important consequences on maintenance and durability, are difficult to assess and predict a priori, if these programs are not supported by efficient technical specifications.
One of the great advantages of LEDs, besides their efficiency is their long life. However the LEDs are generating hitherto unknown problems. Peaks of current can lead to problems with ignition at startup and disconnection of the circuits in the control units and control panels. In addition, thermal dissipation, transient, permanent overvoltages and harmonic distortion, as well as their impact on the service life, are of concern. In addition to the annoying or disturbing glare detected.
The intention is to propose an example of a Technical Specification of Administrative Clauses that allows the evaluation and assessment of these fundamental technical aspects in the specifications exposed to the processes of public bidding promoted by the Administration.
