In the last decades, the regulations to protect people in case of an emergency and to prevent them have gone through a great evolution, especially since the first “Normas Básicas de Edificación”, which established the conditions to protect the people in case of fire, until the appearance of the Technical Building Code (“Código Técnico de la Edificaición”) in 2006. Fire protection facilities have also evolved considerably thanks to the successive technological advances.
However, people with functional diversity, as well as all those who should be considered as such in case of evacuation, must be able to evacuate buildings in the same safety conditions as the rest of the occupants.
Therefore, the main reason of this study is to evince if the measures established by Spanish regulations can ensure their physical integrity and under what conditions, because there are many questions about the safety of these people when they have to evacuate a building in case of emergency, and if the organizational measures, like “Emergency Action Plans”, that many buildings have to implement, consider these people when they have to establish safe and adequate procedures for their evacuation of the building.
