The current globalization and fierce competitiveness of the world economy has led to the neglect of social and environmental aspects on many occasions, even in the development of public policies and plans. At the global and European level, as well as at the national level, different normative tools and procedures have been developed, such as Strategic Environmental Assessment (SEA).
The Strategic Environmental Assessment is an administrative procedure through which the possible negative effects on the environment of the plans and programs are analyzed. That is, the environmental quality of the different alternatives of plans and programs is analyzed and evaluated in the early stages of the decision-making process.
This communication proposes the use of eco-indicators, reference values with which to control social and environmental performance, not only to control the execution or to verify the implementation of the project, but from early phases of the project such as the study and analysis of the object and scope of the project. This proposal of the use of eco-indicators is applied to a case study, the revision of the urban planning of the neighborhood of Benimaclet (Valencia).
