This paper focuses exclusively on the site project execution manager, as defined in the Spanish Building Act (Law 38/1999 of 5 November).
A methodology consisting in the identification and evaluation of ten aspects was developed to analyse compliance with the aforementioned legislation. Criteria and evaluation methods were also defined for each aspect, and a system of overall evaluation was established in line with the criterion of partial compliance but without entering into numerical scales or ratings.
Meanwhile, a set of data was also necessary to conduct the evaluation, and these data were extracted from the documentation of the Site Project Execution.
This paper discusses possible reasons for the non-compliance and proposes corrective measures for each case. Out of a total 40 items, 8 cases of non-compliance were detected and 1 partial compliance. On two occasions the aspect in question could not be evaluated.
As corrective measures, several procedures are proposed for implementation in the site management.
The final conclusion of that non-compliance is ultimately due to the lack of supporting documents in the site project management, and monitoring is proposed as a remedy for this anomaly.
