A knowledge management system (KMS) is presented as a support for project management. The project to implement an integral platform for the management and operation of the Canary Police has been used as an application case. This group is formed by more than 3000 local police officers, distributed in 87 autonomous units. The importance of this KM is that it is fundamental to manage and acquire the tacit knowledge of a widely dispersed group to incorporate it into the implementation of the project. For this, an empirical model is developed based on the current project evolution model and the agile project management architecture, integrated with a KMS conceptual model. From this empirical model, the critical design aspects of the knowledge management system for project management are determined. In turn, they will serve to select ICT tools, which support the following strategies: managing external information, fostering internal communication, acquiring expert knowledge, document management, supporting both individual and collective learning, and fostering improvement and innovation.
