The Department of Meta (Colombia) has a population of one million inhabitants and is the fourth department by extension in the country and the third in GDP per capita. This department obtains revenues, called “”regalías”, from funds that the Colombian Government allocates from oil revenues and taxes.
The Department has to invest a percentage of these funds by law in regional development projects. Different authors highlight the importance of all stakeholders participate in the processes of identification and selection of projects. In this way, the investment can be devoted to satisfying the real needs of the population.
In this work, a process of identification and stakeholder analysis is presented in order to allow the Authorities to identify the key actors and, at a later stage, to develop a process of detection of needs and prioritization of investment projects. The aim is to involve stakeholders and make better use of resources.
