The present work evaluates the efficiency or road network investment, based on the cost and traffic statistical information, on the real traffic assessment for the different road categories, and on the population and production data of the delimited area of evaluation. The case of Navarra –Spain- is presented as the practical example for the formulation assessment, describing and categorizing the road network in several typologies depending on their theoretical traffic capacities, and later creating a subdivision of the total system in road tracks, connecting population and production hubs, to be measured and compared. For satisfying the real traffic loads to each track in the analysed geographical area, we will apply a virtual road network built by the minimum road typologies required, and we will assign the statistical cost for the construction of that virtual network. Finally, we will determine the relative difference in costs between the virtual and the real networks in each one of the measured tracks, giving the measure of the efficiency of the system.
