    Resumen
    Risk management in public procurement is certainly underdeveloped in Spain. The risks measured in deviations of term, quality, scope and cost, together with those specific to public procurement of efficiency and necessity, have loosely been studied. The few precedents carry out an approximation from the point of view of the administrative procedure, ignoring many causal sources of risk and their effects on contracts. This communication proposes that it is possible to make a successful risk management using project management framework. This makes possible a suitable tool for identifying, assessing and dealing with all possible risks in public procurement and to prevent their continued reproduction over time. This communication focuses on the first stage of risk identification, presenting, in a schematic form, a methodological proposal for its elaboration.
