Nowadays Peru shows a high regional inequality because poorest regions are still out of the increasing national economic development. One reason is the lack of effective
initiatives to promote public and private investments inside those regions. Moreover the country is carrying out a public management decentralization process, but the new
regional governments have some operational difficulties to implement regional projects on time. There is need to speed up local investment project management to promote
an effective and coherent territorial development. Programming and operative principles of Europe LEADER model could be an answer to those needs, but they must
be adapted to the social, political and regulation context. This work proposes a comparison between some LEADER features and the Peruvian context from the
experience of GESPLAN Group managing rural and local development projects in Peru. The purpose is to justify the viability of the LEADER model and to expose the
possibilities and challenges for an adaptation in Peru, in order to implement a feasible rural development strategy.
