    Resumen
    In recent years many countries have suffered a series of attacks by different reasons, with negatives consequences to human life, the peace of society and property and economic losses. At this stage many different entities have already begun work to combat this problem. The "Delphi method or consulting expert group" is a research method that attempts to get answers to a specific problem in a consensual manner, the operation of this method is based on the response to a questionnaire which will then be evaluated and reviewed again by the experts. This communication proposes the application of the Delphi methodology from the review of international regulations which seek to minimize the consequences of a terrorist attack in the Spanish environment, thus giving a further step in the way of security against the occurrence of this unwanted phenomenon. Several experts and researchers has worked with this task. The result of this paper will show the actions to be taken in order to minimize the possible risk of terrorist attack.
