At the end of 2004 an agreement was initiated in the Projects Department of ETSII Barcelona (UPC), to design a new collection containers of Municipal Solid Waste (MSW), which were adapted to persons with disabilities. Then the existing containers, placed permanently on the streets of Barcelona, were of several types, to: general trash, glass, paper and cardboard, packaging, and also had a small number of two-compartment for general and organic fraction, but all of them were not designed for use by disabled people.
Barcelona City Council, impelled a framework agreement with the Department of Projects, and also it found an interested company (Ros Roca SA), which financed the agreement with the university.
This type of agreement that joins the administration, the university and the company (“triple helix”), is ideal for projects of social interest such as the urban furniture. This initiative of the Municipality of Barcelona, was included in their program: “Acord Cívic” and “Barcelona Activa”. This collaborative project was very enriched by the joint participation. The main ideas introduced were: a manual lever to raise the cover with delayed closure, as well as to reduce the height of entrance to the containers.
