The demographic decline of the rural territories of the Region Pampeana Argentina, is a problematics of long byline, but rarely approached. The aim of this work, it is to formulate a strategy of intervention for the rural communities of this region with problems of despoblamiento. For it a pilot work is carried out in the locality of Top of the Indian, Province of Buenos Aires, Argentina. To the effects of enriching the putting in march of the same one, there is realized a review of the theoretical frame and of the actions(shares) of rural development carried out in rural zones of other places, with problems similar to the effects of extracting educations that allow us to take forward our experience. It is for example, the case of the initiative Leader of the EU, which with a territorial, decentralized and participative logic, is orientated to the economic, social and environmental diversification of the agriculture. Historically, the lack of institucionalidad in the rural zones, it impedes the construction of spaces of community dialogs. It is at the time, how certain successful experiences, they show that the form of intervention is across new local institucionalidades, capable of taking forward a strategy of development.
