In recent years, Colombia has faced forced displacement, destruction of social capital and the indiscriminate felling of forests in regions affected by illicit crops. The presence
of illegal armed groups is strengthened by the income proceeds of illegal marketing. Although illicit crops in Colombia have been fighting for years, the problem still persists
and has not disappeared.
This communication presents a planning model for rural development projects in areas of illicit crops. The proposed model is designed from the experience obtained in the
region of La Macarena, Colombia, it is based on the models of Policy Analysis and Social Learning (Friedmann, 1986, 1991) (Cazorla et al, 2006), replacing the traditional
models of social reform (Friedmann, 1986, 1991) developed by the state in this type of actions. In the first phase, we reviewed the theoretical framework of rural development planning in these troubled areas, experiences in other areas and planning models developed in the second phase, we have made an analysis of the experience
developed in La Macarena, finally, we have presented the conceptual basis of the intervention model.
