In the last years projects of rural development with managerial approach have been executed to improvement the efficiency and project efficiency of intervention in rural zones, such is the case of the “Project of Restructuring of the Agriculture in the South Border of Mexico (REAGRI)”. This project was characterized for being a model for decentralized planning, planned and executed by a development agency.
For the evaluation of REAGRI the integral control framework (CMI) was used, as it has also been applied in big companies, for which process adequacies had to be developed,
particularly for the participation of the people in the project application. The application of CMI allowed the analysis of its potential as an evaluation tool with the incorporation of the multiple perspectives of the stakeholders. The results show the usefulness of the CMI to achieve a more expedient communication with better elements for the management of the improvement offer than the method used in the conventional evaluation by Food and Agriculture Organization of the United Nations (FAO) in the programs of rural development in Mexico.
