The European Union (EU) and Mexico share finance resource allocation and management models at local level for social and economic cohesion of their regions. Local Action Groups (GAL, for their Spanish initials) are included in the LEADER initiative for this kind of local management. In Mexico, Municipal Councils for Sustainable Rural Development (CMDRS, for their Spanish initials) are considered for the same purpose. This research sets as initial hypothesis that both, GAL and CMDRS have elements for building an associational and organizational entity that contributes to territorial development of San Andres Calpan, Puebla. Documental revision for GAL conformation in Europe and actors involvement process in Mexican territory, constitute the methodology used in this research. Building a political and technical structure, and the inclusion of principles and elements for funds management and allocation, represent key elements for cultural local resource utilization of the territory under study.
