This paper analyses the conceptual framework of Urban Agriculture in the East dwellers of Lima (Peru). It begins with a description of the situation generated in developing countries due to the increase of unplanned urbanization. The massive migrations generate an urbanization of poverty. In this context of impoverished rural-urban interface, the Urban Agriculture constitutes for the achievement of target 11 of the Millennium Development Goals “Have achieved by 2020 a significant improvement in the lives of at least 100 million slum dwellers”. The Urban Harvest Programme is a global initiative of the Consultative Group of International Agricultural Research (CGIAR) and the expertise of Research Gesplan Group of the Polytechnic University of Madrid based on integrated local development, have generated a comprehensive model of Urban Agriculture, based on the Social Learning among various actors: producers, local governments, researchers and development agents and grassroots organizations.
