The interest of the La Rioja regional government in research, development and innovation is beyond all doubt. Sustainable development is sought in all aspects relating to energy, climate change and the environment, in consonance with previously described objectives.
The reality is conditioned by the reduced size of the region and other social, economic, strategic, etc, circumstances. But membership of Spain and of the European Union is an
aspect which has still not been sufficiently used. The natural potential must be considered from a scientific point of view in order to preserve it for future generations. Climate change is a threat that opens many opportunities. The objectives that must be set must be coordinated with those of the European Union. Efforts must be made to achieve territorial sustainability, implying a committed and prepared government. Sustainable energy and environmental policies must be applied that are compatible with the environment and with social, economic, cultural, etc, necessities. Sustainable tourism must be considered as a source of innovation. In all the aspects considered, La Rioja must be an international reference. Keywords: La Rioja; innovation; sustainable development; energy; optimisation
