The development of management plans for forest resources (PORF) is established in Law 43/2003 on Forestry and Forest planning instrument in the Spanish territory. The
participation of local society to obtain a consensual final document establishing the Law 27/2006 of 18 July, which regulates rights of access to information, public participation and access to justice in environment. It has raised a public participation process in developing the Plan of Forest Resources Management to be carried out in District VII of Galicia. The work area is occupied by 40% for protection zone declared Natura 2000 network since early this decade. It conducts a comparative analysis of the responses provided by the resident population within and outside the declared area and his views have similarities or differences on a new form of protection in rural areas. The work will reveal the effect of the declaration of natural areas is causing the short term in view of the population residing therein.
