The civic amenity sites are facilities for selective collection where citizens have to remove those special domestic wastes that require to be managed apart from other household waste (furniture, rubble, electrical appliances, household oils, etc.). The availability of civic amenity sites is usually limited to the most populated regions, while small populations far from large villages have problems to access to these facilities. In the case of the province of Castellon (Spain), the inland municipalities do not have nearby any clean point.
In order to improve this situation, the Integrated National Waste Plan (PNIR) and the Regional Waste Plans of the Community of Valencia (PZRCV) establish criteria and
measures to expand the availability of civic amenity sites in the near future.
This paper presents a study focused on the use of Geographic Information Systems (GIS) to assess the availability of civic amenity sites in terms of population served, considering the distance that people are willing to cover for disposing of their waste properly. Thereby, we have assessed the current availability of civic amenity sites in the province of Castellon and the future availability planned by PNIR and PZRCV, and we have compared the effectiveness of proposed solutions by both plans.
