A building project requires proper management of any damage or defect that would manifest. Studies from various countries put the material consequences – out of no material damage and the potential threat to the safety and health of people - of these problems between 8 and 12% of the construction cost of the building, which is unacceptable in a moment in which every cost must be optimized to give the building a retail value of close to real economic power of the buyers or users. In general, there is serious concern throughout society (government, stakeholders and promoters involved) on how to achieve acceptable results in claims and damages after the end of construction and how to properly manage these problems. The European Commission proposed in its day as a guarantee scheme to implement the common solution but not always required and the sector needs a proper management of it.
The paper justifies the importance of the problem and analyzes the options that have been developed in different countries to manage these problems and propose a series of management measures and preventive treatment that enable cost-efficient to cope.
