This work focuses on developing a system for supplier selection based on analytical methods for multicriteria decision making. The supplier selection criteria should include both tangible and intangible. The object is, therefore, establish a protocol for the concentration, standardization and simplification of the selection of contractors dynamically, where each bidder will accumulate scores (positive or negative), while being generated price products scales. The system generates numerical priorities from subjective criteria and organizes them into matrices that allow a hierarchical structure for selecting complex problems. These priorities must combine technical decisions and strategic decisions for a public health services department, to enable managers responsible for procurement of medical equipment benefit from economies of scale. Finally, we must analyze the constraints that the use of this model produced in the procurement of health services.
