The Spanish Public University is going, at present, through a dynamic, complex and uncertain environment. This requires facing enormous challenges related to modernization
and change. Such scenario demands continuous adaptation to the functions required by society, favouring more active, flexible, innovative and decisive organizations.
The new challenges request, from the Spanish University leaders, new management practices and new ways of interaction with the different state holders. By doing so, the
objective is to direct their activity to render public services following parameters of efficacy, efficiency, economy and quality. In such a context, the University Foundations are of special importance as operative agents at the University, in the transference of knowledge to society and to enterprises.
Being aware of the significance of acting as a link between University and companies, the General Foundation of the Polytechnic University of Madrid adopted the EFQM Model of Excellence. The Model was considered the perfect tool, and strategic guidelines following its basic principles were established.
This paper develops the experience of the Foundation when implementing the EFQM, as well as the analysis of the certification’s benefits in the organization. At the same time, it analyses the Model’s application to development co-operation project’s.
