    Resumen
    Institutional capacity plays a key role in transportation projects management, especially concerning private participation in transport infrastructure financing through concessions. This applies in a more relevant way for developing and transition countries, in which public administration has a lower level of institutional capacity and private participation in this field is more necessary. Within this framework, capacity building programs addressed at public agencies in charge of transportation projects management are becoming more and more relevant. This paper aims at examining the experience of the Spanish public administration carrying out technical assistance projects in Eastern countries. The Spanish administration has a broad experience and a great expertise in managing concesional projects, which is becoming a landmark for many countries.
