The origins of Development Agencies (DA) were relating with governmental measures for solutions of state and market failures, since the mid 20th century, they appear like
intermediary institutions at the moment to formulate and to implement projects that promote the regional development in their different social, economic and environmental aspects.
This communication explores the basic directives for the design of DA with principles of performance based on the territorial approach. These directives are oriented towards three aspects or pillars; first one is the definition of the relevant factors of the territorial approach of a AD, the second pillar is based on the recognition of the departure scene of the territory and its relevance for the design of a DA, basically the conditioners according to type of economic region, according to history and evolution the processes of economic development, and last pillar is the definition of a model of performance (organizational and institutional).
The proposal is discussed from the study of the DA of Spain, under the European context, and simultaneously it is discussed in relation to another geographic area where the process of implementation of the DA has just begun: Chile.
