PROPUESTA METODOLÓGICA PARA LA EVALUACION AMBIENTAL DE LOS PROYECTOS IPPC
Resumen
The Directive 96/61/CE (replaced by the Directive 2008/01/CE) applies in the European Union the integrated approach of pollution, being transposed to the Spanish legal code by the Law 16/2002, of Integrated Pollution Prevention and Control (IPPC).
The competent Administration shall carry out an Environmental Assessment of the activity’s project, which will take account all the factors affected and/or related to the activity. That Environmental Assessment will be finalized with a resolution, which will contain all the determining factors that the activity should comply during its operation.
The correct application of the Environmental Assessment on a project of IPPC activity supposes the integration of a lot of administrative, legal, and technical concepts. On the
other hand, public administrations do not have a methodology that ensures that all the environmental and public participation values are taken into account during the
Environmental Assessment, in the decision process.
Due to the high complexity that supposes the integration of these values in the Environmental Assessment, and that public administrations do not have a specific methodology to apply it on the projects, it is convenient to propose a new methodological proposal for it, which will be called Integrated Environmental Assessment.
