GUIA DE APLICACIÓN DE LICENCIA AMBIENTAL EN LOS AYUNTAMIENTOS

Abstract

The Local Administration, focused in giving a good service to the citizenship, needs tools that facilitate the efficient and correct application of the administrative procedures of its competence, so an improvement in the service received would be perceived by the citizenship. The development of the Law 16/2002, of Integrated Pollution Prevention and Control, in the different autonomous regions, has supposed the creation of a new administrative intervention instrument for the Local Entity: the Environmental License. It includes the formative adaptation of the professional participants in all the phases of the administrative procedures, especially, responsible officials and/or technicians. As a complementary action to the diffusion and technical formation of the professionals of the Local Administration, the disposition of guidelines for the application of such intervention instruments, is very usefull according to their degree of participation. The object of this communication is to describe the methodology to develope the guidelines for the application of the Environmental License in the Local Entity, as well as to expose the results.
