Is probable that the countries developing are suspended in the poverty unless like the developed countries obtain a sustainable growth by means of the incorporation of science, technology and innovation in their economic strategies, being the enterprise competitiveness a fundamental aspect. [1]
This involves to the necessity to analyze present models and actual methodologies with which they study and they develop the innovation processes and to elaborate proposals adapted to developing countries, from a systemic and holistic approach, useful to impel them In order to elaborate the proposal it is had to analyze from the generation forms of the knowledge to the innovation and to know the own characteristics from the territory, its surroundings, its interrelations, functions and rolls of the different actors.
As object sector is had to consider to the PYMES by the importance in the fortification of a national economy. In Panama these represent more of 80% of the enterprise weave and the innovation is almost null.
The evaluation of tools for the modeled will be gotten up to the study that facilitate the structural analysis of variables, the prospection in C+T and help to focus initiatives of projects of I+D+i.
