The European Commission proposed in the Strategy Europe 2020 to reach the objective "20/20/20" in the matter of climate and energy. Among the objectives that were presented, it was proposed to increase the use of renewable energy sources in final energy consumption up to 20% and improve energy efficiency by 20%. In this context, the use of renewable energies and the establishment of minimum energy efficiency requirements are essential tools to reduce the energy consumption of buildings. This research tries to find what factors affect the implementation of renewable energy technologies and energy efficiency measures in existing university buildings. A qualitative research has been designed with semi-structured interviews with technicians and / or service managers working in the infrastructure management units of buildings or university campuses in Universities of Spain and Portugal. The degree of implementation of renewable energy technologies in this type of buildings is small. There are factors of a financial, technological, regulatory, social acceptance, architectural and urbanistic type. It has not been found a single factor that conditions the implementation of these technologies, although the most relevant is related to economic restrictions.
